I am an Early Childhood Special Education teacher here in California.  I work in a program where we teach birth to three year old children with special needs.  I don't know these children, nor do I know anything about their speech.  I do know however, that if they have no language, or are just developing language the district probably has not given then speech therapy because they are receiving speech during their preschool classroom time.  Their teacher is working on language development.  In the schools the teachers work on language development while the speech therapists work on speech....articulation.  I know this is frustrating to parents, as it would be to me, because we want all the help we can get for our children.  However, the teacher is completely qualified to teach language development.  Working one on one with the children I also concentrate on articulation... but in a classroom it is harder for the children to get one on one time.  I am not saying I agree with the children not receiving speech if they have little or no language, but I understand why this is the way it is in most school districts.  There is a shortage of speech therapists, so this is how it has ended up.  I feel it doesn't hurt for these parents to try to receive additional speech therapy from their district, I am just explaining what the problem may be.  Good luck.
