Answer
If you have concerns about her development, language, and social interaction, you can ask her doctor to provide a screening tool, or recommend a professional knowledgeable in the area.  Does she avoid eye contact, prefer to play alone, seem unsure of how to play creatively?  If the answer is yes, a good informational site is www.oasis.com and http://www.speaker.gov/pdf/Shonkoff.pdf  I hope this is helpful.
