Question
1996 Saturn A/C fan turns on high speed with engine off and key out of ignition.  When relay is removed, fan stops.  When key is inserted and turned in ignition, fan stops.  Even replaced w/ new relay.  Still turning on occasionally, especially in warm weather.

Answer
Try this

1. Disconnect battery cable remove relay.  Reconnect battery and see if fan runs.

If yes then repair short in black/pink from junction box to the cooling fan.

If no replace cooling fan relay.  If fan turns on then check for short in dark green/white wire to the pcm.  If short is found repair but if no short then replace your PCM.
