the fan on my 2004 dodge 2500 does not work on the lowest 2 speeds could it be the switch or the resiter and how do i replace either one

Definitely the resistor.  Look under the dash on  the passenger side you will find the blower motor.  Once you have located it then look for a connector that has many cable on it at the blower case.  That is your resistor order it from the dealer and replace.
