Need to know what vehicle we are looking at.  It does sound like your blower is bad.  I only work on air conditioning systems.  Not sure about your cruise control.

QUESTION: its a 98 dodge carvan the heat works it just that when its on it squeaks and makes load noises

Answer
Verify that the noise is coming from the blower motor.  It is located under the dash on the passenger side.  You must remove the glove compartment in order to remove the covers underneath the case that holds the blower motor.  It is not to difficult I'm sure you can do it.
