My 1994 jeep grand Cherokee doesn't blow out any air yet you can feel some air coming out. i was wondering if its the motor that is not working or something else?

Well, it could be that the motor is dying, but it's rare that they do so slowly or quietly -- most times they just quit, or work very noisily. However, depending on the symptoms, the motor might not be receiving the proper voltage for full operation. Although a failing motor can exhibit this, so can a faulty blower module or resistor block. You weren't specific enough in your description, so it's tough to pinpoint. Some thoughts:

Is it the same on all speeds? Do you hear an increase in noise with every step of blower motor increase, yet the same amount of air comes out? If yes to both, there is a good chance that the evaporator (huge evap problems with Jeep) has developed a slight leak, and the oil on the outside of the evaporator has attracted dirt and debris, so much so that it's effectively blocked most airflow. The only correct fix for this is to replace is evaporator.
