If I could not find a comparable for 1999- GMC Safari 7 passnger Van( Totalled in DWI ). How to settle on price? I tried Edmunds, auto traders

You have to be able to determine the fair market value. You do that by looking at the classifieds for the same vehicle. You can also look at similar in kind cars.

The best think to determine value is to have a comp (as you said), but if you cannot find it, then move your search a little out of the area. The insurance company should tell you were are they taking their values from, and how they came to a value comparable to your car.
