Are there insurance companies that knowingly provide coverage for unlicensed drivers, or drivers who have a suspended license?

Answer
Most standard insurance insure vehicles and not drivers.  

With that said most standard carriers want nothing to do with drivers who have suspended licenses.  The risk is simply too high and to a point uninsurable.

With that said there are carriers who might write this type of risk on  a limited basis (low limits/minimum limits) and for a hefty premium charge.   Finding them will be a challenge.

No carrier in their right mind is going to agree to provide coverage on a car that belongs to or is operated on a regular basis by someone who has no license.  To do so would be to technically encourage someone to break the law by operating a motor vehicle when they are unlicensed.

Finally there is the Assigned Risk Pool in most states that will write the necessary coverage for individuals/policies assigned to them by the pool who are considered high-risks.. again you will more than likely only be able to get bare limits and have to pay a hefty price for that.
