Question
The car in front of me cut over pretty close to the front of my car, his hubcap came off, bounced up and hit my hood, windshield, and roof.  I was not able to get him to pull over, but was able to get the license plate info.  Is he responsible for my damage?

Answer
Yes, he is liable for the damage his loose part caused to your car. Contact the local police department to report the incident, then call your insurance company and report the claim. Once the police do their investigation and determine that is hubcap is missing, you should be able to file a claim with his insurance company.
