Question
my daughter was involved in a single car accident involving our car.  She damage the guardrail .  The dept of transportation sent me a bill stating that it has to be paid by us.  I have full coverage on my car. my car was total and they paid us for the car. Can I also contact my insurance company to pay for the bill. Please help

Absolutely. In addition to the comprehensive and collision coverage on that car you also have liability coverage. The liability coverage is subject to the policy limits, but that should not be an issue with the damage to the guard rail. Furnish the department of transportation your insurance information and that should be the end of it.
