Auto Insurance Claims/total loss

My daughter's car was totalled in an accident.  Her insurance company is low balling her in offering an amount which would not return her to the state she enjoyed before the accident.  What should she do.  I told her not to sign any release presented to her.

If its her own insurer, they should not be trying to get her to sign a release. That's illegal (but that's what AAA tries to do). Her insurer is probably using CCC or ADP to lowball her car.
