I WAS HIT BY A PERSON DRIVING HER FATHERS CAR. HE EXCLUDED HER FROM HIS CAR POLICY. CAN HIS INSURANCE DENIED TO PAY ME?

Yes, they can. There is likely no coverage under that policy. You should probably get your own insurance company on board so they can help you with this.
