Hi sir,
How long does it take another  insurance companyto make a determination on payment, and then finally make payment
because I do not have collision coverage on my  own policy, so the other insurance company is now liable to pay for the damages. There was no damage to the other vehicle and I am 100% not at fault.

Every state has its own rules and regulations for insurance, each promulgated by its insurance department. There are generally only one to two weeks for insurance companies to make a determination. I'm sorry I could not be more specific, but you might want to see what your own state's rules are by searching the web for its insurance department site or its unfair claims act.
