My Boss's Had his car parked in the driveway at his house..and someone came up on the lawn through 2 other years through his fence and hits the car dead on the passenger door all he has is liability and the other drivers insurance wont pay for the repairs. Where do we star what do we do

What grounds is the other company using to deny the claim?
If the car was being driven by the owner or by a permissive user they are legally obligated to pay unless the car was stolen.
There is a 'typo' in your question.  You state the other car came upon the lawn through 2 other YEARS through his fence and hit his car.
Please provide more information.
