Question
If someone is insured under their own policy to drive any vehicle, does the vehicle (not their own) need to be insured (by anyone)?  

Answer
In a word NO.

If you have your own coverage it covers you while operating the "owned auto" (the one insured on the policy) and any "non-owned vehicle" (owned by someone else) while being driven with the PERMISSION of the owner.

A point to remember is that insurance follows the car.. so if you're driving a friend's car that is insured by him then that coverage is PRIMARY and your coverage would only come into play in an EXCESS capacity if the primary coverage wasn't enough (limits) to cover the loss/legal liability.
