Am I entiled to a personal injury  settlement from a accident that was my fault on 1/29/02

Answer
No....

If the accident was YOUR fault... no have no legal remeey againts the other party.

If the accident was both driver's fault you MAY have the ability to recover but that would depend on the State where the acciden occurred and the FORM of negligence (contributory or comparative) that that State employs.
