Auto Insurance Claims/time limit to file a claim on a parking lot accident

My 17 year old daughter allowed her 18 year old boyfriend to drive her car without my permission. He was backing out of a parking space at Walgreens in Texas when he bumped an unoccupied car. There was a minor dent in her car. No damage to ours. My daughter went inside to find the owner and found the driver, who is not the owner. My daughter gave the other driver her insurance information and her license plate number. We heard nothing for 3 weeks and then received a phone call from the driver, not the owner, that the estimate was 1100 for a minor dent. I was told that there was a 12 day time limit the driver had to file a report with the police or my insurance. Is that true and is my daughter liable or the 18 year old boyfriend who was driving.

I've never heard of a 12 day limit for a liability claim.  The answer to that lies in your policy.

The owner of the vehicle is the person liable, but only if permissive use was given to the driver by either the owner or someone else listed on the policy.  If your daughter is listed on the policy, gave him permission to drive the car, then your insurance will cover.  I would go ahead and report it to your insurance company and don't attempt to handle yourself unless the boyfriend wants to write that $1,100 check.  The other party may have an inflated estimate.
