Question
I have a 99 ford ranger xlt 3.0L.  When I turn the wheel to the right fluid comes out of the boot on the tie rod. Do I need to replace the rack?

Answer
    Yes.  That boot is there to keep out dust and dirt.  There is a seal in the rack that keeps the fluid behind the piston.  Yours has failed.  Good news is that a rebuilt rack shouldn't cost a whole lot, and they are better than a new one 'cause of the stainless repair sleeve that they use.
