Question
i have a 94 ford taurus im fixing and i have never heard this noise before coming from the pcm and the car will not start it will turn over but thats it i just put a new one on and it still wont start and its making the same noise as the old one it sounds like a binding noise

Answer
I never heard of a PCM making a noise.  Are you sure you have the correct unit?  Has it been reflashed?  Lastly, is the ignition system properly tuned up?  You cannot start to work on the fuel or computer systems unless you first verify that the ignition system is doing what it's supposed to do.  A lot of money gets thrown away because of people's unwillingness to fix the most easily fixed part first.
