Hey, I was just wondering if there are any quality CAD programs out there that deal with with automotive aerodynamics for racing? All the way down to tire size...

Sure ther are many. Most of them are reffered to as Computationa Fluid Dynamics, or CFD for short. Unfortuantely for the novice racer these CFD software packages are expensive and require both a high power computer and someone who is knowledgable of how to use it. For the novice and most racers in general...wind tunnel testing validates ALL that is learnede through computer simulation. General Wind Tunnel testing costs between $600 - $1800 - $4000 per hour, depending on the facility. Most people choke at he $4000/hour rate but I have help many teams learn a lot at a tunnel that only costs $600 per hour.
