hi Buck:

Well, the things I think of are :

Is the rotor in place ?
checked all the above, coil has juice,(both sides)dist grounded by module, i think the coil should have spark out of it even if the modual weret in it right? if theres juice to it it should spark when trying to start?

Is the trigger system working ?

Is there power to the coil primary ?

Is there continuity between the coil primary and secondary (hot) side ?

Could the coil be dead ? (did it fail the above test)

Is the distributor grounded ?

Try those things , see if it helpps

Good luck

Answer
The system needs to be complete before you can expect the system to provide spark .  If the module isn't installed, no it shouldn't work.

Now. You are down to the point now where you're going to have to try a LOT of different things to get a spark. Sometimes it's something really simple, sometimes it's an electronic problem that neither can be diagnosed, nor tested for. It's a matter of guessing which part is at fault, and changing it. If that doesn't help , you'll have to change something else until you finally arrive at a solution.

However, from a distance, over the internet, it's nearly impossible for me ot help you further.  I've explained what I know about basic ignition systems, but now you need to seek out some local help from someone that has worked with your system.   Try finding a VW mechanic at the dealership that might be interested in racing, ask for his help- - -go from there

Best of luck
