Auto Theft Prevention/Car not starting periodically

Question
I have a 98 Olds.Aurora and periodically my car will not start.  The lights, radio, etc. will come on but the car does not start.  The battery has been replaced and after some research it sounds as if it's the Passlock II anti-theft system.  My security light does come on here and there when I'm driving.  Also, when my car won't start if I wait the 3 minutes as indicated in the owner's manual it starts.  Last night, however, I was parked on a slight incline and my car would not start but did when I had it jumped.  I've also notice on my drive way that sits at a slight incline sometimes it's harder to start the car.  

Is this something that the dealer should look at or would a garage be able to take care of this?  Also, is this an expensive repair?

Yes ma'am. For GM/Oldsmobile to do the fix would run between
300. to 700. depending on the current integrity of
the system (and the dealership as well!),
and of course, & unfortunately, yes this
vehicle has a the PASSLOCK II key
based engine disabling system that is waring out
from use over time. The troublesome device is in
ALL 98+ GM vehicles, and yours is no exception.
To get around this, you will require a
GM IM-PLJX bypass module to circunvent it and
KEEP IT THAT WAY!

A bypass is required to interupt PASSLOCK for
remote start applications. It is done by
grounding the system to allow it to start,
then re establish it for security usage.

This Passlock Bypass Module is designed to provide
a proper coded pulse to open the fuel rail
passlock injector cut off circuit.

The output from an alarm/remote starter
would then shut down the pulse, once it has detected
the engine has engaged, and preserve the integrity
of the passlock system.

That is it's designed purpose.

This is a self learning, resistor sensing
and self adjusting module. Once the VATS/PASSLOCK
wires have been tapped,
you would press the program button to learn,
and it does. The car should then allow start
with any hardware store key.
