Question
I went to start my car this morning and it wouldn't turn over.  The all of the lights, switches, radio, windows, horn and ac work properly when I turn on the key.  I noticed the cruise control stopped working on my way home and the steering column won't lock completely, with the key out, unless I turn it multiple times.  I hear a clicking noise when i turn the wheel before it locks, that I never had heard before.  There's been no problems in the past, just all of a sudden won't turn over?

You are dealing with a design issue that few people notice until they have some kind of steering column.

The steering wheel in a Chrysler is designed to lock only in one postion, so when parked the steering wheel is almost never locked by the driver. The wheel only locks in one position on this model in which the horn pad faces upside down facing the floor.

Years ago, I remember a service bulleting addressing the clicking sound you refer to when turning the wheel, but I do not remember the correction.

You are hearing one of 2 things. Over the years, the plastic clock spring for the air bag expands and rubs against the shroud inside the steering column. The other issue was the locking bolt for the steering wheel being under spring tension against the locking shaft when rotating the wheel. Both issues were only an annoyance and posed no safety concerns.

Now, you are looking at the steering column/ignition as being the problem because you are now looking for things that seem new that have been there in which you never noticed before.

The cruise in itself should have nothing to do with starting, however may show an underlying problem in the steering column wiring.

Here is what you need to do. You need someone to turn the ignition lock to start while you have a test light on the starter solenoid under the hood. If you do not have power at the solenoid, your problem is in the wiring leading to the electrical ignition switch (not where you insert the key, but the electrical ignition switch) located behind the ignition lock cylinder (where key is inserted).

If you have power at the solenoid, you need a starter.

Be very careful here to stay out of the way of moving engine parts if the engine does start.

Cranking problems can appear at any time. The reason many think the problem is in the steering column is because they start the engine by turning the ignition located in the steering column.

This is understandable from a novice.

Now you know there is nothing wrong with the locking of your steering wheel and the sound you hear.
