Auto Theft Prevention/Theft Prevention - Dodge Stratus

Question
My daughter's 2002 Dodge Stratus has been stolen twice in two months. What can she do to prevent future occurrances?
My problem with this is "how do you steal a car
with a fuel cut off transponder chip in the key"?
This would mean the key was used to "steal" the car or it was towed out.
I mean there are many car alarms we could add here,
but I am scratching my head as to how it was stolen?
Hmmmm??
Can you shed some more light on that?
