what do i do to start the 99 tahoe. i already changed the starter new batery new battery and starter cable?

Not sure what you have here. The "PASSLOCK" ignition based so-called anti-theft system will let the engine crank but not fire if the computer does not recognize the rotation of the ignition lock cylinder. There is no special chipped ignition key and as far as theft deterrents go, it is in my opinion one of the most worthless pieces of crap for theft prevention out there.
The problem you have just as many others is that you change perfectly good components on a guess only to find changing the parts didn't correct the problem.
Please do not interpret my comments as demeaning to you, they are not.
Its just there are too many junkyards and autozones that will sell anything for a buck and don't care if you fix the problem.
OK, you want to know what is wrong and you have not even told me the complaint. When did this happen? Was something done to the truck before this event? Stereo installed or any other type of work?
Did it one day just not crank? Were there any engine noises before this happened?
Instead of changing all this stuff, all you needed was a test light or meter (Less than $15 for what you need.
First, check the battery voltage. If over 12 volts, that would have told you that the battery was good and did not need to be changed.
Under the truck, you could have taken the meter or test light and seen if 12 volts came through the battery cable to the starter. If so, you would have known not to change the positive cable.
If you had someone turn the ignition to start and you had no power on the solenoid wire, you would not have had to change the starter. If when ignition is in start position and solenoid has power, your new starter is junk.
I realize times are hard and people are trying to save money repairing the car themselves, but now you dumped all this money in, what did you save?
I see this all the time and it is frustrating to me because there is diagnostic information out there and as I said, testing equipment is cheap and we are still at that stage. You need to check the smaller wire than the battery cable that is on the stud below or above the battery on the upper portion of the starter and see if it has 12 volts when someone else puts the ignition in the start position. Is there power there in the START position only?
If there is no power there, it has a burned fusible link at that location. You could have a bad neutral switch or even a bad electrical ignition switch (not where the key goes, but the electrical switch opposite the ignition key cylinder.
All of these things can be checked with a meter or test light. Quit guessing!!!!!
The reason I ask if the engine made noise before it quit starting is that people have seized their engines because of mechanical problems and went the same route you did.
If you do as I say, you will find the issue.
I turned wrenches for 30+ years and could not afford to guess and my diagnoses had to be right the first time. I was never a parts changer like some so-called techs are.
