Question
lost both sets of keys and remotes. and had locksmith program two new keys, without remote. the problem is after I activate the alarm with the key lock on the door, the alarm will not deactivate by unlocking the door. I need to deactivate it / start it using the valet button. When I activate the alarm using the door lock button, upon re-entry the horn sounds and I cant deactivate it unless I pull a  fuse or disconnect the battery. Could the cause of these problems be improper key programing? I am still planning on installing two remotes. ...98 mustang cobra with active and passive system, ford OEM

Yes on the keys. And yes you need to aquire and program
new remotes as well, but here's the thing. The alarm
is after market if it has a Valet button. OEM/Factory
alarms have no such switch or device.

So from the explanation, you have the factory and
a after market to deal with. Using the valet,
I would put the after market part of the system
into override mode until remote replacements have been
made. Try www.NEWFOBS.com for that.

You've just been momentarilly disarming the after market
system. To go into override mode,
make sure you do the procedure correctly.
Might have missed a step:

PUT IGNITION KEY IN IGNITION,
KEY ON TO JUST BEFORE CRANKING THE ENGINE.
PRESS IN AND HOLD VALET SWITCH
UNTIL YOU GET A RESPONCE
FROM THE ALARM.

KEY OFF.

This should toggle the alarm in and out of
valet/override.

If toggle type switch.
KEY ON, FLIP SWITCH, KEY OFF,
START THE CAR.

Then the only system working is the Ford OEM.
The key in the drivers door, turn hard left
then hard right to disarm unlock should work
for you at this point. If not, the keys
are not synched to the car correctly and
need to be re checked.
