Auto Theft Prevention/1999 Monte Carlo won't start

QuestionInto a situation where I'm working on a 1999 Monte Carlo that won't start by key. The security light is flashing, took the ignition key to dealer told me it was fine. I can turn the key on and jump across the solenoid and it will start and run fine. when trying to start with key, relay's kick on in the fuse panel, but no power to the starter. Could this still be the security system?

Then locate someone who does car alarms and remote start
work as this is right up they're alley!)
Your Vehicle Has The VATS-PASSLOCK 1
fuel rail Immobilizer system.
You are correct that the IB-IM-PLJX Bypass kit is going to be
needed to get around this safely.
It matches the resistance level in the key switch
and allows for the fuel rail to engage with any key

I wish there was an easy way to magically get it to
work without it, but this is what we have available
short of paying GM a bunch of cash to reset
a system that will likely need it again, and again.
That's if you can locate a GM service dept.
in the next couple of years! :>(
I'd bypass it and go from there with an after market
alarm to pick up the slack. Then no GM passlock issues to
worry about down the line.
