Auto Theft Prevention/locate and disable kill switch

Question
I was recently given a 1999 Chevy Cavalier. I am having trouble starting it. I just put in a new starter and new battery. When I turn the ignition it does not start. The headlights and radio work fine. I was told that it may be a kill switch keeping the car from starting. I have looked under the dashboard and in the glove compartment for a kill switch button or switch, but have not been able to locate it.

Common issue. Your PASSLOCK 1 system is in breach and needs to be bypassed.

Not aftermarket.

(FYI. Stop looking for the kill switch. It's not in there.)
