I had encountered this same problem when my husband had to replace the ignition cylinder and key to my Chevy Cavalier (2003 model). After several attempts to get the anti theft system to reset (unplugging battery and such) here is how I resolved the issue. Battery hooked up, turn the key to the on position and wait for the "theft system" light to stop blinking (it will either be solid or turn off completely). Do not deploy the clutch as if to start the car, but turn the key forward as if starting it, then all the way back to the off position, 3 consecutive times. At that point the anti theft system reset itself and I have been able to start the car without fail since then. Hope this helps someone else out there!

You are to start it, let it die, leave key on do not turn it off for 10-15 min.. then try to start.. If not put a bypass unit for remote starts..

The 10 minutes on 10 seconds off worked perfect on the first try on a 2004 GrandAm.
