I have a 2004 Chevy Malibu and I have had the ignition problem several times the first time was two years ago when my car was under warranty the changed out the lock ignition and just a year later it did it again I took it to a mechanic and they changed the same part since then my car has locked up twice and I have tried the trick over the Internet where you put your key in the on position pull the emergency brake and wait ten minutes turn off and start. this has worked for me in the past. But having the dealership run a diagnosis for 180.00 and fixing the same thing is ridiculous.

as a mechanic/auto electrician i would suggest first that you pull the pannels from under the dash and inspect the small set of wires (usually 2) to see if there is any abrasions or loose connection at a plug.  you said it happened first when you tilted the tilt wheel, this has me think it could be an easy fix you could possibly do with loom or electrical tape.. sounds like you have a skinned wire grounding out in the column.. as with most electrical problems though it is hard to say without being there seeing it myself. STAY AWAY FROM THE STEERING COLUMN HARNESS WITH BRIGHT YELLOW TAPE AND COVERING AS IT IS TO YOUR AIRBAG, IT HAS NOTHING TO DO WITH YOUR ISSUE ANYWAY.

the passlock/security wires are not in it. they are separate.
