Question
if a bumper has been hit and the bumper shock has been pushed back an inch or so, can you put a winch on it and just pull it back out?

Answer
The frame horn end is likely pushed in. Replacement bumper brackets are available through GM or aftermarket sources, and are relatively easy to install. If not bent too badly, they can be winched out, but be warned- they're tougher than they look. Bill
