Bob,
I have a 1997 Dodge 1-ton truck that has been kept in like-new condition (original owner).  The exception to this is the part of the front bumper just below the headlights.  This should be a dark grey color but now looks "chalky".   I have used Armor All on it in the past and that looks good until it dries, then back to the same. Can this be cleaned and restored?  Thanks in advance.

You are correct it is UV damage. I have not had to deal with this type of restoration of the vinyl/plastic. I do know that there are paints that can be used to spray on this type of material. However, I do not know how well they work or hold up after application.
