Question
My 1998 Ford Windstar plastic head light lens is no longer transparent. It is more like frosted window. Is there some household product that I can use to recondition it? I've tried shoes scruff polish. It helps a little.

Also, how to recondition older bumper to return the satin finish. My 1987 BMW 325i bumper is very flat black. You may even call it chalky with heavy weathering pit marks. Would black shoe polish work?

Try some aggressive auto polish on the headlight, sometimes called a cleaner, such as heavy cut cleaner, fine cut cleaner, etc.  Scratch X by Meguiar's would probably work fine.  Don't do the shoe polish.  If it's a painted black surface, try the Scratch X or other wax that has some polish/fine grit in it.
