You can stop the clear coat from peeling any more by sanding the area completely smooth and then spray more clear over the area. It will look pretty much the same but it won't peel any more. The only way you can fix it is to have the area repainted (base and clear).

Sorry but I think this is lame excuse for a lousy and defective product. The care dealers pitch this as a real premium that will add value to your car for years to come but it turns out to be a real eyesore in a short period of time. It's just not the cheaper cars dealing with this but the more expensive automobiles. I don't have the solution. I've had several cars develop this blight. Nobody will stand up and admit this is a problem. They blame on the sun, the rain, the democrats or republican or whatever. There solution is re-paint the car and add a new coat of clear-coat. Sorry. I agree it needs re-painted but NO clear coat for me.
