Chrome is not a paint, it is dipped in a liquid metal bath and  is electrically charged to adhere to the metal. They sell chrome paint, but it is garbage and looks like a shiny silver. Call around to local bodyshops to see who does re chroming.

Sorry for the confusion, you need to really take them down with a good 180- grit paper, primer them with an epoxy based primer them prime with a buildable primer. Sand with 400 grit and paint as you normally would. The epoxy is important  for good adhesion.
