Question
How do i add attributed text to an existing title block, in auto cad 2008.

Answer
If you have the title block by itself as a block you can insert, just open up that file and use the attdef command to create the attributes. otherwise, you'll have to write it out to disk with the wblock command.
The attributes won't show up in existing instances of the block, so you'll need to erase, purge, and reinsert.
