Answer
HI
You are asking for some fairly advanced programming -- and I wonfer if it is even possible. Certainly it would be very complicated.  That is not at all my field.
May I offer a thought --
You want to use dimensions taken from AutoCAD in some other software. In AutoCAD, we would bring the outside drawing in as a reference, at full scale, and simply create our drawing to match the reference: this does not require measurements, as we would be matching the existing.
That is the only thought I have for you.
AutoCAD does not create a text file of dimensions or measurements: one must do that manually.

Good luck
