AutoCAD/snap like settings

Question
i have problems with my "snap" like settings, although my snap button is off my cursor is acting as if the snap was on.
it is acting like that on both paper and model space, i'm using  2006 version.
please help I am  getting frustrating.

My cursor doesn't act like this, and I'm using AutocAD 2006.  But others that have this problem are doing the following with a pretty good degree of success:

Go to "Options" "User Preferences" and Check "Shortcut Menus in Drawing Area" (keep reading, I do not like them either, but 2006 has an answer). Then select "Right Click Customization", turn on "Time Sensitive Right-Click", and change the click duration to 1000. Then down below in "Edit Mode", select "Repeat Last Command", "Apply" and "OK".

Guess what?  I just checked my settings, and they were already set this way.  I must have done this myself a long time ago and forgot about it.
