Question
How may I draw a straight line in linear degrees. If that isn't possible then explain how I may offset a circle using linear degrees.

In AutoCAD, offsets can be done by distance, and by one other thing that might help you.  You can offset through a point.  If you can find a point that you want your circle to cross, then use the Through point option of the offset command.  Linear degrees are not an automated option or function of AutoCAD or the OFFSET command.
