hi..i am currently using acad2008 and i am wondering if you know how to create a tool that finds the centre of to parallel lines..for example..if i want to add centrelines to hand rails etc..i have used this tool before but i now dont have access to it..the tool prompts you to select the 2 lines then creates a centre line of equal length

Yes, but my goal here is not to write it for you, but to help you help yourself (write it yourself).
The approach I would take is to measure the distance (nea, perp) between the two lines, divide that in half, then offset one of the lines that distance towards the other. Then change last the line created to the proper linetype or layer.
