Question
is there a way to make the plotted color and the display color different for any given layer? I prefer a black background when drafting but the darker colors dont show up too well. but they look good on the plot. using Autocad 2006 soon to be 2009.

Using color-dependent plotting, you can assign a color to your layer, make the color of an object bylayer (most of the time), and edit the CTB file (plot style file) in STYLESMANAGER so that it plots whatever color you want to to plot.

So, in a CTB file, select a color on the left side (Form View), and the color that it will plot will be on the right side.  The right side is where you can change the plotted color, screening,  and the lineweight properties associated with the object color.
