Best way to convert a drawing from metric to imperial architecture without scaling drawing up?

Why would you scale it up? The sizes haven't changed. You can always change your dimension settings and have both english and metric dimensions on the same dimension line. That's been an option in Autocad for quite some time now. Look into alternate units on your dimension style manager.
