Question
Hi I am Naveed Ishrat. autocad use before 8 year ago but my problem is not resolve my boss give me instruction you are print layout should be readable to any paper size not to scale but i am not efficient for this query because font size is different to another paper size please give me advise how can do it thanks

Answer
Hi-- sorry, I needed to think how to reply. You make it very difficult, because
1--you do not tell me which AutoCAD release you have -- layouts and scaling have changed.
and
2--you do not say if the paper sizes are close to one another, or one is small, one is large

Your boss's request is sensible to a non-user, who does not realize the trouble involved.

choice
A-- If you are on the last 2 or 3 releases, you can use annotative dimensions and text.

B--you must learn how to set up your layouts for each paper size on an older release.(each layout is repeated, with different layers showing the annotation for the scale you want, other layers off-- or annotate in paper space)

C-- if the paper sizes are close, you could choose a font that sort of works for both -- but only one paper size will have the correct scale.

What you need to know might be 2 or more chapters of a good book, plus a lot of experience.  You might best get a local friend to sit with you and work on it.
I can only guess at how to help and provide some basic thoughts
