kindly every time i use the mouse wheel for panning a menu appear to me i have changed the value of mbuttonpan to be 1 and it works but every time i close the auto cad or i open new drawings the problem appear again
How can i save the mbuttonpan value to be 1 in all the drawings?

After you specify mbuttonpan to 1, save your current workspace (wssave) then ensure to use this workspace you created (wssettings) throughout your autocad session.
Additionally, Under 'Options' command, there's a tab called 'Profiles', ensure to use the same profile in each autocad session. Switching profiles will mostlikely revert settings in your registry (mbuttonpan). Let me know if this helps.
