what is the best way to copy viewports that are set up with the correct layers being turned on, from one drawing to a new drawing?

AutoCAD 2006 and below, you can copy the viewport with COPYCLIP or COPYBASE, but the layer configuration will have to be redone.  They did a little better with 2007, but it still lacked a little.

AutoCAD 2008 and above, you can copy the viewport with COPYCLIP or COPYBASE, and the layer configuration will stay with it after pasting.  However, in 2008, you have to tell AutoCAD to turn on the viewport, because when you paste a viewport in 2008 and below, by default, the viewport is always turned off.  But in 2009 and above, it's turned on when you paste it.  It's been looked and worked on, and by 2009 it was working pretty darn well.  It's one of those things that's actually been getting better with AutoCAD over time (miracles do happen sometimes).  :-)
