QUESTION: Had to "ask a new question"...  This CUI program... where is it to open so I can answer your question?

ANSWER: Hi -- well, you have kind of lost me, here.  I dont get the part about answering my question.
And sorry, try to imagine how frustrating it is to receive inquiries that do not include at the LEAST the release number of AutoCAD on which you work and ask about --- really should have much more info about what you are doing.

I have to presume you have AutoCAD 2006 (when the .cui was introduced) or later.  Briefly, this is the place where customization, toolbars, and so on, reside now.

By typing <cui> into AutoCAD 2006  HELP, I get, as the first entry:

CUI - Manages customized user interface elements such as workspaces, toolbars, menus, shortcut menus, and keyboard shortcuts

If you do this, and read the other entries, you will have a good idea what is up. And of course, this is a file extension, not a program.
I SUPER HIGHLY RECOMMEND the New Features Workshop under the HELP pulldown menu. If you are on 2007 or 2008, their is a setting to have the NFW start with 2006. Refinements to the cui have been made in later releases, as well.
If you type "autocad cui" into Google, you will find  lots of articles.
Any book on 2006 or later should have it -- much too much for me to write here.

QUESTION: Sorry for the confusion. We were in another conversation but when I tried to answer your question about whether ACAD was at the beginning of my CUI program, the computer said "TOO MANY FOLLOWUPS, ASK A NEW QUESTION".

I found (3) copies of ACAD.cui on my computer in varies locations.  I cannot open the ACAD.cui file.  I placed the ACAD.cui files in varies locations I had pointed to in my "OPTIONS" file tab, and restarted AutoCAD.  My "CTRL" key still did not work.  I am not putting the file in the right place?

Sorry, I never asked you anything about your cui files. Perhaps that was someone else.
You STILL didn't tell me the release or anything about you, but I guess you told the other person who asked you about the cui, lol.
I still suggest the same advice on the cui.
But I now add that if you are finding it in 3 places, it is time for a repair installation, or a clean installation, to get you back to the default.
Perhaps you migrated old customization --- I am one who preaches to everyone to migrate as little as possible, and try new features for awhile, before deciding which old stuff to use.
Bill Gates wants your application data in a certain place, and Autodesk went along with him. You should not be needing to change a setting in OPTIONS for this all to work well -- unless you have tool palettes on a server, or something like that. (Again, I know nothing about your installation)
