I'm new in the civil engineering industry & would like your input on software that can perform illustrations (add highway signs, text, etc.) esp. on aerial maps for presentations. Any help would be appreciated, thank you.

Well, you mean you want software that will make ANNOTATIONS on photo-created maps (not illustrations).
I could suggest a number of programs by stabbing around (reemember that I am an Interior Designer who offers help with AutoCAD, so you are asking out of my field.)
BUT...
A very wise practice is to make some acquaintances in one's own field and ask what programs and tools they suggest as being commonly used.
Reasons:
1-- You want to be "using what they use" to be employable, or to be able to collaborate and exchange information,
2-- Why be figuring this stuff out? Go with one that is commonly used in that field, and save experimenting, concentrate on your work.
