Question
is there a way to draw lines using hours,minutes and seconds as shown on plat maps

Steve,

In addition to the my last response. You can also set your units to 'Surveyor's Units" instead. Under precisition, set to atleast N 0d00'00" E. Then set the scale units to either feet, yards, etc.

Invoke your line command, click on a starting point & then the syntax for coordinates is something like:

@844.79<s37d38'06"w
