Question
I'm using autocad 2006 have you heard of any bug with the breakline lisp routine in the express menu? I have dimscale set right, but breakline is coming in way too large, and also the break part of the breakline is coming in on layer zero and not the proper layer even though the other plines in break line are on correct layer. The layer issue doesnt occur until after creating 5 or 6 breaklines. I think there must be a bug in the lisp routine, but I'm not to good with troubleshooting lisp routines.

I don't use the Breakline lisp routine.  I have my own.  I'll share it with you.

Unzip the file.  It contains a block and a lisp routine.  Be sure they both go somewhere in the Support File Search Path.  Load with appload or (load "stairbrk").  Then type STAIRBRK at the command line.  

I call it STAIRBRK, because all the other breaklines are way too big for me.  So, I wrote this routine to work with this block to create a break in the plan view of stairs in an architectural drawing.  Let me know how you like it.
