Question
Is there away, even by another program, to convert a Acad 2007 CUI back to a Acad 2005 MNS file easily.

Your is the first request I have seen for backwards conversion.  But no, I am not aware of any such method.  Autodesk did not make that part of AutoCAD.  You can only convert FROM MNS not TO MNS.  Sorry 'bout that.
